We just had our third Earthquake Drill and again we failed. Thanks it was only for a drill and people could have the choice to move out of the building either with sense of urgency, or just complacent (like a this colleague who even had her shoulder bag, umbrella, shades and fan).
Nothing could be as comfortable as responding to a certain call, of which concern is only to find out preparedness for something worst that can happen. But when we know something is for real, we can not almost think what to do first. And perhaps because we are used to respond with utmost care only when something is real, most have not yet developed sense of urgency.
Having a sense of urgency is an urgent issue. We are even left behind by our neighboring countries because most failed to identify urgent from leisure.
